In the wake of the COVID-19 outbreak, it has become clear that European healthcare has been placed under immense strain pressure on European healthcare systems. Resiliency to a health crisis is now at the forefront of European healthcare as it develops after the pandemic. During the pandemic, it became clear that those who responded efficiently and in a timely manner were better off than others. However, the broad use of health data and mass screening, as well as the capacity to control personal protective equipment stocks were also determining factors. These are all areas in which EU action could mark a tangible added-value to member states’ capacity to handle a health crisis. The ability of European countries to address a health crisis hinges on the success of the collective response. However, the response to COVID-19 has been fragmented across the EU, with individual member states choosing their own strategy and reaction. This panel will draw upon lessons from the COVID-19 pandemic and discuss how a long-term vision for prevention and accessible treatment as well as the capacity to act promptly in health-related emergencies can build a more resilient Europe. ​​​​

The digital transformation of healthcare will be a key enabler to successfully maintain accessible and quality health systems across Europe. The future of such systems hinges on the outstanding efforts to provide affordable access to finite healthcare resources while ensuring medical quality for all. Digitisation can support these efforts and the transition to new care models, centered on predictive, preventive, and personalised medical care. The obstacles to the digital transformation are often non-technological and relate primarily to the mindset of practitioners and patients, organisational structures, and governance. The use of large data has undoubtedly an ethical dimension and we must ensure that it is not misused. Governments, businesses, and wellness providers in Europe therefore need to work together to unlock the much-needed digital transformation of the continent’s healthcare. The Summit will debate the forms of cooperation required to speed up digital healthcare transformation.

Sustainable healthcare depends on the financial viability of health systems. For decades healthcare costs in Europe have consistently outgrown economic growth. It begs the question of whether the challenges of sustainability and expansion can be dealt with by traditional responses and practices. Innovative medicine is an undeniable driver for high-quality healthcare. It has the potential to reshape these systems, but existing models of governance including payment systems tend to slow their adoption. The simultaneous evolution of personalized medicine challenges traditional healthcare models. Mental health is often overlooked. Yet, it can ruin lives and damage families, communities, and societies. One in four people worldwide are affected by a mental or neurological disorder at some point in their lives. Every forty seconds someone around the world commits suicide. The policy and financial resources dedicated to mental health do not match the need nor the investment in other disease areas. Mental health is a key component of individual wellbeing, as well as social and economic emancipation. Moreover, it is expected that the COVID-19 pandemic will leave significant traces in mental health for both health care professionals and society as a whole. It is also a central puzzle piece in the wider shift away from a system of sick care to one of health, which supports physical and mental well-being and early intervention to preventive healthcare. Today, science and technology offer new venues for innovation in mental health prevention, treatment, and care. It offers the possibility to profoundly revisit the way we think about mental illnesses and fundamentally change their trajectories. The Summit will include a high-level session to debate the prospects of advancing a European agenda for mental health.

BioS project

BioS project stands for “Digital Skills on Computational Biology for Health Professionals” and is co-funded by the European Commission. BioS aims at advancing digital skills of healthcare professionals through the delivery of innovative vocational curricula on Computational Biology & Bioinformatics. Our purpose is to provide participants with knowledge and skills allowing them to tackle concurrent challenges in EU healthcare systems and services in benefit of the health of EU citizens.

iProcureSecurity project
In response to the fragmentation of Emergency Medical Services in Europe and the pluralistic landscape of practitioners, the iProcureSecurity project aims to identify existing capability gaps, to monitor research and development initiatives and, finally, to define the needs and technical documentation for the innovation procurement phase. The health data ecosystem is rapidly being overturned by new sources of data, capabilities, and stakeholders. It allows for new capabilities for the generation, storage, and exploitation of data across many aspects of human health, and introduces entirely new configurations and skills. The opportunities for clinical research, health care practice and to boost citizens’ quality of life are paramount. It is also a prerequisite for the digital health transformation. However, public concerns about the involvement of private companies persist, as well as the security, reliability, and privacy of data. Overcoming the “trust deficit” will be an existential requirement to integrate the new environment in health systems. The Summit will debate innovative policy approaches that need to be developed in order to tackle this trust deficit and unlock the digital transformation of Europe’s healthcare.

The development of vaccines is a lengthy and complex process. Efforts to support the acceleration of this process while ensuring the development of safe vaccines should be reinforced. This needs to be complemented with securing access to vaccines that can help protect European citizens and safeguard its international distribution. In order to guarantee optimal access, strong partnerships are needed between private manufacturers, regulatory authorities, and national and international public health services. The European Union can be at the forefront of these partnerships. The Summit will discuss lessons learned from the development of Covid-19 vaccines to this date and will debate the way in which existing governance of vaccines can be improved in order to prepare us better for future pandemics.
